Apprenticeship Assessment Reform
Reforming Apprenticeship Assessment
At OAL, we have been working at the forefront of apprenticeship assessment reform, helping employers and providers understand the changes ahead and what they mean in practice. As assessment plans are reformed and new approaches to assessment are introduced, we are committed to developing assessment strategies that are practical, compliant, and reflective of the needs of employers, apprentices, and providers.
Our Approach to Assessment Reform
OAL is actively involved in the development of the standards we offer, sitting on the relevant Groups of Persons responsible for shaping assessment plans. This enables us to help ensure that new assessment requirements are deliverable, effective, and reflect the realities of apprenticeship delivery.
Through our approach we will be actively engaging with training providers and employers, through meetings, webinars and surveys, empowering you to feed into our assessment design, so that OAL’s assessment strategies, meet the needs of you and your apprentices.
Assessment Delivery Models
Although Ofqual regulations require OAL to have a single assessment strategy for each standard, our approach will, where appropriate, support two delivery models.
A complete assessment solution, delivered by the experts.
OAL Assessed provides a fully managed approach to apprenticeship assessment, giving you a single, trusted partner from start to finish. From assessment planning and booking through to delivery, moderation, quality assurance and results, our experienced teams manage every aspect of the process on your behalf.
Designed for providers and employers who want certainty, consistency and minimal administration, OAL Assessed removes the operational and regulatory burden associated with assessment delivery. There is no need to recruit additional staff, manage assessor independence requirements or maintain complex quality assurance arrangements—we do it all for you.
With OAL Assessed, you can focus on what matters most: delivering exceptional training and supporting apprentice success.
Key benefits:
- Lower staffing, training and assessment administration costs.
- Full confidence in compliance, quality and regulatory requirements.
- A seamless, end-to-end assessment service managed by assessment specialists.
- Consistent learner, employer and provider experience across all stages of assessment.
Reduced operational burden and greater organisational efficiency.
Whether you’re looking for a fully managed service or a more collaborative approach, OAL provides the flexibility and support trusted by providers across the sector.
A partnership model that puts you in control, with OAL by your side.
OAL Assured is designed for organisations that want to play a more active role in some assessment delivery while retaining the confidence that comes from expert oversight and support.
Under this model, providers can undertake selected assessment activities where these are permitted within the assessment plan. OAL will independently deliver at least 50% of the assessment, in line with Ofqual requirements for apprenticeship assessment, while also providing external quality assurance and regulatory oversight of any assessment activities undertaken by the provider. This creates a balanced approach, giving organisations greater flexibility while maintaining the confidence and assurance that come from working with a trusted awarding and assessment organisation.
Whether you are looking to build internal capability now or develop a long-term assessment workforce strategy, OAL Assured enables you to do so without compromising quality, consistency or compliance.
Key benefits:
- Reduced external assessment costs while maintaining robust quality and compliance.
- Greater flexibility to deploy and manage your own assessment resources.
- The opportunity to develop internal assessment and quality assurance expertise.
- Continued support, guidance and oversight from OAL’s assessment specialists.
- A scalable model that grows with your organisation’s capacity and ambitions.

OAL Assessment Standards Reform Tracker
To help employers, training providers and apprentices stay informed about assessment reform activity, OAL has developed an Assessment Reform Tracker covering all apprenticeship standards within our assessment portfolio. The tracker provides a clear overview of the current status of each standard, highlighting whether reforms have been confirmed, are under development, or have already been implemented.
As assessment reform continues to evolve, the tracker will be reviewed and updated regularly to reflect the latest information available. We encourage customers to revisit this page periodically to stay up to date with any changes that may affect apprenticeship delivery, assessment planning, or end-point assessment arrangements. The tracker serves as a single point of reference for monitoring reform activity across OAL’s apprenticeship standards and understanding the potential impact of upcoming changes.
Aligning Skills Investment with Economic Priorities
The government is seeking to ensure that skills funding aligns more closely with the priorities set out in the Industrial Strategy. This means greater emphasis on apprenticeships and training programmes that support sectors considered critical to economic growth and productivity.
As part of this approach, the Growth and Skills Levy is expected to place greater emphasis on supporting young people and addressing priority workforce needs. Alongside assessment reform, the government continues to develop Apprenticeship Units and explore ways of simplifying the apprenticeship system. These changes aim to reduce unnecessary complexity, improve efficiency and ensure apprenticeships remain responsive to employer needs while maintaining robust quality assurance.
Whilst Apprenticeship Units were created to upskill existing employees Foundation Apprenticeships are being expanded to create accessible entry routes into apprenticeships and employment for individuals who may not yet be ready for a full occupational programme.
